PARTY DETAILS
Nepal Communist Party (Marxist, Leninist)

History of the CPN (ML) starts from the leftist movement of Jhapa district where politically active youth marched against the feudalism some 37 years ago. In 1979 the party was named CPN (ML). CP Mainali was the secretary general of the party. In 1990, CPN (ML) and CPN (Marxist) unified and became CPN (UML), but in 1998, the CPN (UML) split into two parties. In 2002, the two parties again united. Since then, Mainali has been leading the CPN (ML). The party is going to participate in the CA election.

Summary of the manifesto

The manifesto of the party envisages a directly elected PM as executive head of the government, who would serve a four-year term. The PM can be elected for only two terms.

The president will be elected by the lawmakers as head of the state and commander in chief of Nepal Army. The president will have a ceremonial role and would serve for five years. The president would also serve for only two terms. The president will be elected by central parliament and provincial assemblies.

The party has proposed bicameral parliament in the centre and unicameral provincial legislative. Members of House of Representatives will be elected through mixed electoral system, half being elected by a direct election and the other half through proportional electoral system. The parliament would have the provision of an opposition.

Ninety-five percent of the members of the national assembly would be elected by the members of the House of Representatives and provincial legislatures and the government would appoint the remaining.

The members of the provincial legislatures would also be elected through mixed electoral system. The head of the provincial government would be selected on the basis of the majority secured by one or more parties in the legislature. The head of the provincial government would form the cabinet.

There will be Supreme Court at the centre and high courts in the states.

It is vows for the progressive republican democracy.

If the Maoists stick to the same policy there is no need for others to change their views on them. They have not changed a bit. They are sill anarchists.
