Nepal Workers and Peasants' Party (NWPP)
Nepal Workers Peasants' Party (NWPP) was founded in 1976 as Nepal Workers' and Peasants' Organization. The party president is Narayan Man Bijukchhe alias Comrade Rohit. NWPP has a strong base in the Bhaktapur area. Narayan Man Bijukchhe (Rohit) and Sunil Prajapati are members of parliament from the party. Rohit had broken away from the communist party of Nepal (Puspa Lal) in protest over Puspa Lal Shrestha's support to Indian Intervention in East Pakistan. NWPP is a united group of Rohit, a proletarian revolutionary organization and the Kisan Samiti. Therfore the party is kwown as Majdur-Kisan party. In 1981 there was a severe split in the NWPP, leading to the formation of two separate Nepal Workers and Peasants' Organizations. One of them, led by Rohit, later on took the name NWPP while the other continued with the name Nepal Workers and Peasants' Organizations and was led by Hareram Sharma. The current NWPP is a continuation of Rohit's NWPO. The NWPP is one of the active members of the Seven Party alliance, which later on converted into eight party alliance with the induction of CPN-Maoist. The alliance spearheaded the uprising in April 2006. After the restoration of democratic system, the party decided not to join the government even though it was invited to join. When the interim legislature was formed in January 2007, Rohit's party was joined by three nominated Members of Parliament: Lila Nyaichai (Bhaktapur), Sunil Prajapati (Bhaktapur) and Jagya Bahadur Shahi (Dailekh). Goal The NWPP want to establish socialist republic in Nepal and liberate the proletariats from feudals at the same time promoting the working class people. Platform The party is an advocate of Socialist Republic, and wants welfare of the working class. It believes that unless the working class people are empowered the country can not be developed. Manifesto New Nepal means attaining power by the representatives of the working class. NWPP claims that the agenda of 'entire madhes as a single autonomous state' is dispute imposed by India. NWPP says democratic republic is nothing but a capitalistic republic where feudal and capitalists govern, while 60 percent people remain bellow poverty line. Thus, the party underscores the need for a pro-socialist republic constitution. The president should be the executive head elected directly by the people. President will act as the head of government and head of the state, as well as commander in chief of the Army. A person must secure 51 percent of total valid votes cast to get elected to the top executive post for a period of five years. S/he will have the executive authority to dismiss the provincial governments and legislation in case disputes emerge over national integrity. There will be constitutional provision of checks and balances of power between the president and central parliament. The president will present the annual budget in the parliamentary sessions. There will be bicameral parliament at the centre which can remove the president through the motion of impeachment by a two-thirds majority of both the houses. None of the members of the House of Representatives and national assembly can join the council of Ministers. The national assembly shall remain as a permanent body, with members retiring periodically to be replenished by new members. House of representative will have a term of 5 years. The manifesto proposes to add a constitutional provision granting rights to all electorates to recall a member if s/he fails to perform duty. It has proposed turning the existing zones into provincial assemblies. The members of provincial assemblies will be elected on the basis of population and geographical situation. The provincial assembly will elect its chief minister who will from the provincial government. It says that there should be a system of issuing double citizenship at national and provincial level. It has proposed a constitutional provision of holding referendum to decide important national issues. It says that the party is committed to guaranteeing press freedom, human rights, civil liberty and rule of law. The chief justice and other justices will be elected from among judges. Similarly, Army chief, Police chief and Armed Police chief will also be elected from among senior officers. It proposes that the CA should decide on legislative/ parliamentary supremacy, and jurisdiction of executive, among others. It says federation may divide the country, so it needs to be further discussed among the people. The manifesto says that the party is committed to guaranteeing press freedom, human rights, civil liberties and rule of law. |
